Yes. Slicer projects often store each part in its own file inside the 3MF and place it with a transform; both are followed, so parts come out where they sat on the plate.
Yes. Whatever unit the 3MF declares (micron, millimetre, centimetre, inch, foot or metre) is converted, and the STL is written in millimetres.
